2003–2009 Toyota 4Runner: what we see on the bench

From our bench

None of our ABS orders so far has been a 4Runner (our order records start in June 2026), and on this truck we ask to see the codes and a photo of the unit before you order. The failure owners describe in NHTSA complaints, with a buzzer, a hard or sinking pedal and a squealing pump, points at the hydraulic side, which a bench repair does not fix.

How common it is

This is one of the better-documented failures in NHTSA's data: about 27 of the 678 complaints about the 2004 4Runner and about 9 of the 154 about the 2007 describe the brake actuator, booster or ABS pump (our count), and two owners report dealer bills of over $2,000 and $3,082.25. NHTSA complaint data: 2004 Toyota 4Runner

Toyota sells this generation's ABS/VSC actuator, master cylinder and hydraulic booster as one assembly: 47050-60081 (originally 47050-60080) for 2003–2005, the same number as the 2003–2005 Lexus GX470, and 47050-35030 for late 2005–2008, with 47050-35031 added for 2007–2008 and 47050-35080 for the 2008 off-road package. The 2005 model year has both, so read the number on your own unit.

The 2003–2009 Toyota 4Runner ABS codes, and what they usually mean

Seeing one of these on your scan tool? Here's what it usually points to on this vehicle.

C1391

Listed by Toyota for an internal brake-fluid leak in the actuator

Hydraulic. In Toyota's bulletin for the same style of actuator (written for the 2008–2010 Highlander Hybrid), the fix is a new actuator and booster pump assembly, not an electronics repair

C1256

Listed in the same Toyota bulletin as C1391

Treat it like C1391: in that bulletin, a hydraulic fault inside the actuator

C1252 / C1253

Listed in the same Toyota bulletin as C1391

Also tied by Toyota to the internal leak; an ABS fuse that blows again straight away is the electrical case worth texting us about

VSC TRAC lights only

VSC and TRAC lights without ABS, BRAKE or the buzzer

Usually not the actuator: Toyota switches VSC off when the engine has a fault, so read the engine codes first

Will This Fix My Problem?

Honest answer: here's exactly what this service fixes — and what it doesn't.

Fixes:

  • Electrical faults on the actuator's control side that your codes point to, confirmed by text before you order

Won't fix:

  • Wheel speed sensor failures (sensor replacement is on-car work)
  • Hydraulic pump or valve body mechanical failure (we repair electronics, not pump motors)
  • Brake line / fluid issues

Before you order

  • You diagnose, we service the module.

We don't have your car and we don't diagnose it. Order once you or your mechanic have confirmed this module is the cause. If the work is completed and the car still has the same symptom because of another fault, the work is still done — a bench re-test under warranty is free.

  • A clone copies what is in your module.

We transfer the data as we read it. If another shop or tool already worked on the module — an unfinished clone, a tune, a delete — that data can come across too. Tell us before you ship.

  • What "plug-and-play" means.

No dealer programming should be needed when your original data is intact, the donor matches your module (same type, hardware and software family) and the rest of the car works. It isn't a promise that the car will start or run.

Shipping Instructions

These details are also emailed to you the moment your payment clears.

What to include in your box

  • Text us your codes and a photo of the unit before you remove anything. If the pump runs on and on or squeals, the buzzer sounds with the ABS, VSC and BRAKE lights and the pedal goes hard, Toyota attributes that to an internal leak, which a bench repair does not fix.
  • Only an electrical fault on the control side is a bench job, for example the pump-motor circuit blowing the ABS fuse again right after it is replaced.
  • The assembly holds brake fluid: drain and cap every port, bag it and pack it upright, because brake fluid damages paint and electronics.
  • Disconnect the battery before unplugging the actuator: the pump runs from the accumulator pressure switch and can start on its own. After it goes back in, the system needs a Techstream-level bleed.
  • If we confirm it is a bench job, we email you a prepaid label to send it in. Pick standard, 2-day or overnight return at checkout.

2003–2009 Toyota 4Runner FAQ

Vehicle-specific answers.

Why are the ABS, VSC and BRAKE lights on with a buzzer?
On this 4Runner the ABS/VSC actuator, the master cylinder and the hydraulic brake booster are one assembly that holds brake fluid under pressure from an electric pump and an accumulator. When it cannot hold pressure, the truck switches off ABS and VSC, lights the red BRAKE lamp, sounds the buzzer and the pedal goes hard. Toyota's description of this failure on a similar actuator is an internal brake-fluid leak.
Can you repair it, or do I need a new actuator?
It depends on the fault. A leaking actuator, a worn pump or a failed accumulator is hydraulic, and a bench repair does not fix it; that needs a replacement assembly. An electrical fault on the control side can be a bench job. Text us your codes and a photo of the unit and we tell you which before you order anything.
How much does a new actuator cost?
Toyota lists the assembly at $2,007.65 or more before labor (47050-60081 for 2003–2005 and 47050-35030 for late 2005–2008, each $1,344.59 at an online Toyota parts store), RepairPal estimates $3,769 to $3,815 installed for the same assembly on a 2003–2004 Lexus GX470, and one 2007 owner reported a $3,082.25 dealer bill to NHTSA.
Is there a recall or a warranty extension?
Not for the 4Runner. NHTSA lists no brake or ABS recall for the 2003–2009 4Runner, and Toyota's brake actuator warranty extension (ZG1) covers only the Prius and the Highlander Hybrid. Ask a dealer to check your VIN anyway.
How long does the repair take?
About a week on the bench (2–3 business days with rush repair) at our Arlington TX workshop, plus shipping each way. Round-trip from anywhere in the US: typically about two weeks. We confirm by text whether yours is a bench job before you order.
What exactly do I ship, if it is a bench job?
We tell you by text: on this truck the actuator is one heavy assembly, so we confirm the fault and what to send before you remove anything. If we ask for the assembly, drain and cap every port, bag it, and pack it upright. We email a prepaid label, so sending it to us costs nothing.
